Same is true with humans in almost everything. When they have something they dont mind it. When they lose it they want it back Asap.
When you have all the power people tend to think they can do whatever they want without consequence. Out of power you finally see it and feel something needs to be done.

Obstruction and just say no do not work, no matter which party. Today it is the Republicans blocking progress, jobs and economic growth, claiming the president and his party are doing nothing. When Republicans get in power they will cry that Democrats are keeping them from doing things. Notice the shrink tosses away his pencil.
The cartoon is pretty much saying that when presidential candidates are running, they are worrying about every little problem, but when they are in office they only worry about the problems that benefit them.
many people have a primal need to have power to feel that they have meaning when giving this power they may abuse it and get it taken away craving the power once again like a drug to much of a good thing is bad for you.
You always want what you can't (dont) have.
