I'm not certain they should be allowed on the strip at any point. While not so much a nuisance or anything, there are so many other risks involved, even if you're dog or cat is the nicest most sweet loving animal out there, you can't predict the future. You don't know that they won't bite someone, or that someone won't bite them.

As far as used for panhandling, that's a valid emotional trick. We don't want to think the animal is suffering so we might be more willing to shell out some coins or cash. But if it was just the person alone, most of us walk right on by. Problem with that scenario?, is it because we think the Human can and should go help themselves while the animal has no choice or can't of course per se.
